Attorneys

Javier is an attorney with considerable professional experience in both the public and private sectors. Prior to joining Rexach & Picó, CSP, he served as advisor to the Secretary of State of Puerto Rico in European and Eastern Caribbean Affairs and led conversations on behalf of the Commonwealth of Puerto Rico with Spain and the U.S. for an agreement to avoid double taxation and for cross-border investments. He received a B.A. in Sociology from Villanova University and a Juris Doctor from the University of Puerto Rico Law School. After working for two years as an attorney counseling local and international clients in corporate law, intellectual property matters, and administrative affairs with the local government, he obtained a Masters of Law (L.L.M) in Cross-Cultural Business Practice from the Université de Fribourg in Switzerland. Since he joined the firm in 2016, he has been advising local and international clients on insurance and reinsurance regulatory matters as well as on corporate matters.
