This legislation, enacted in 2004, gave way to the creation of the Puerto Rico Offshore Insurance Center as part of the Puerto Rico Insurance Commissioner’s Office, with the objective of making the island the jurisdiction of choice for specialty insurers and reinsurers of US and non-US risk as well as for Latin American offshore operations.
